The following is the full text of the speech:

Dear President Zhang Chonghe, Minister Qian Guijing, Director Liu Xiaokai, Finnish Ambassador to China Mr. Su Haiqi, Academician Chen Kefu, Academician Duan Ning, leaders, entrepreneurs, media friends, colleagues, good morning everyone.

Thank you very much for participating in the launching ceremony of the White Paper on Sustainable Development of the Paper Industry sponsored by China Paper Association and China News Publishing Media Group. Here, on behalf of the organizers, I will once again work together to promote and complete the white paper on sustainable development of the paper industry. I would like to express my heartfelt gratitude to all sectors of the community for their strong support and attention to the Chinese paper industry.

Why is the paper industry a sustainable industry?

1. Papermaking is one of the four major inventions in China, with a history of nearly 2,000 years. Paper provides a material and technological foundation for the prosperity and inheritance of Chinese civilization and becomes the most powerful tool for spreading human culture and civilization. The external dissemination of papermaking has promoted the exchange of world culture, influenced the development of world civilization, and is a great contribution made by the Chinese nation in the history of human cultural communication and civilization development.

2. Paper per capita consumption is an important indicator to measure a country's overall economic strength. Paper consumption levels are an important indicator of a country's economic and civilized level. Paper consumption needs are directly related to a country's economic aggregate and economic structure. Directly and indirectly affect all areas of society. A strong country has a strong paper industry.

3. The paper industry is an important basic raw material industry closely related to national economic and social development. It provides functional basic raw materials for industry, agriculture, science and technology, and national defense. It also provides consumer materials for people's culture and life. It is an indispensable part of the social and economic chain.

The paper industry has a long industrial chain and a wide range of industries. The paper industry continues to grow steadily, driving the development of upstream industries such as agriculture, forestry, chemicals, energy and power, machinery manufacturing, electronic equipment, environmental protection, logistics, etc., and also promotes the dissemination of paper products in cultural communication, printing and publishing, living and living, and health care. , business office, logistics and transportation, education and training, product packaging, decoration, industry and agriculture, national defense and other downstream industries.

4. The modern paper industry is an industry with natural green attributes and circular economy characteristics. Papermaking raw materials are mainly made from renewable resources such as natural or recycled plant fibers. Pulping raw materials use a large amount of forestry harvesting residues, sheet processing residues, waste agricultural straw, sugar industry waste bagasse and recycled waste paper. Things. At present, 77% of the main raw materials in China's paper industry are derived from various types of solid waste. About 20% of the energy comes from solid waste, and about 90% of the pulping chemicals are derived from solid waste generated by the process. At present, the raw materials used in papermaking and the solid, gaseous and liquid wastes discharged from the production process are basically recyclable and recycling. Now, a complete green industrial system with recyclable resources, low energy consumption, low emissions and natural carbon cycle can be formed. .

What has the paper industry done in sustainable development?

1. In the 70 years of the founding of New China, especially in the 40 years of China's reform and opening up, the Chinese paper industry has created an unprecedented development miracle. Paper production has exceeded 100,000 tons in the early days of the founding of New China. It was less than 4 million tons in the early days of reform and opening up, and has now increased to over 100 million tons. In 2008, it achieved a basic balance between total production and total consumption, and completely bid farewell to the long-term paper. Rely on the era of "foreign paper." At present, there are hundreds of types of paper produced in China, which can basically meet the needs of the domestic market. Due to the obvious performance, cost and environmental advantages of paper, various papers have been widely used in industries, agriculture, cultural education, publishing, military and other fields as well as people's daily work and life. The development of the paper industry guarantees the needs of economic development and the growth of people's good life.

2. In the past ten years, the paper industry has cumulatively eliminated more than 40 million tons of backward production capacity. The paper industry has provided technological progress, applied advanced equipment and eliminated backward production capacity, and increased industrial concentration, providing improved utilization of resources and progress in environmental governance. With effective protection, the internationally advanced papermaking technology and equipment gather in China. At present, the technology and equipment level of more than 70% of the industry's production capacity has reached the international advanced and even leading level.

3, in order to remove the industry's "high energy consumption, high pollution" hat, energy saving and emission reduction is an important work in the paper industry. At present, various emission indicators of the industry have basically reached the international advanced level. According to industry output data statistics and the annual report of the Ministry of Ecology and Environment, the paper industry has achieved remarkable results in increasing production and reducing pollution in the past decade. Between 2006 and 2015, water consumption per unit of product fell from 57.6 cubic meters to 22.1 cubic meters, down 61%, down 78.6% from 103.4 cubic meters per ton in 1999; chemical oxygen demand per unit product was from 23.9 kg/ton Decreased to 3.1 kg / ton, a decrease of 87.1%, 98.5% lower than the 102 kg / ton in 1999 (that is to say, the COD emissions of water pollutants per ton of products are only 1.5% in 1999;), sulfur dioxide emissions per unit of product From 6.6 kg / ton to 3.4 kg / ton, a decrease of 48.1%, compared with 10.6 kg / ton in 1999 decreased by 68%; solid waste comprehensive utilization reached more than 99% of the production, industrial solid waste emissions from 2006 The 70,000 tons in the year fell to near zero.

4. The modern paper industry has developed into a technology-intensive industry, and the industry encompasses multiple technical fields. It is reflected in high-tech content, highly automated, ultra-high manufacturing precision and material requirements, and is developing in the direction of informationization, data and intelligence. In the past ten years, China has carried out research on a number of key projects of science and technology projects, including the National Science and Technology Support Program and the “863” Program, for the high value utilization of plant resources, energy saving and emission reduction in papermaking, and functional application of paper materials. There are more than 80 research projects in the Natural Science Foundation project. At the same time, various provincial science and technology authorities and enterprises have also established a large number of technical research and development projects in the field of pulp and paper. According to statistics, between 2008 and 2017, China's paper industry has obtained a total of 14,130 domestic patents. Among them, the research and experimental development projects in the paper industry in 2017 reached 4,373, and the research and experimental development funds reached 14.46 billion yuan. The number of product projects was 4,537, and the investment was 14.57 billion yuan.

5. Papermaking enterprises are increasingly recognizing the importance of social responsibility. They actively fulfill their social responsibilities and enhance their positive understanding of the paper industry. They take the initiative to assume social responsibilities, actively repay the society, and participate in local education, culture, science, health, and community building. Social welfare undertakings such as poverty alleviation and environmental protection, participating in social charity activities, providing a large number of employment opportunities for the society, providing development opportunities and a broad stage for employees to realize the economic, environmental and social benefits of the enterprise. win. Many well-known enterprises such as Nine Dragons Paper, APP (China), Asia Pacific Sempor, UPM, Hengan Group, etc. have successively won different forms of corporate social responsibility or sustainable development at home and abroad.

The China Paper Association and all member companies have jointly formulated self-discipline conventions for member units to safeguard and improve the integrity of the paper industry. It has created a harmonious and harmonious way in which enterprise development and social responsibility complement each other.

Is the paper industry still sustainable in the future?

1. Per capita consumption of paper and cardboard is an important indicator to measure a country's overall economic strength. China has a large economic aggregate and a large population. Although the current total paper consumption ranks first in the world, per capita consumption is only 78 kg/year in 2017, which is more than 57 kg/year and 20 kg per capita. -300 kg / year of per capita consumption, there is still a big gap. Therefore, the paper industry still has huge room for development.

2. With the high-quality development of the economy and the growing needs of the people, it has pointed out the direction for the development of the paper industry and provided a broad space for sustainable development. As long as the paper industry has the characteristics of green, low-carbon and recyclable development into industrial development advantages, and form a more scientific and rational circular economy system in the whole cycle, the sustainable development level of the industry will continue to improve, and the social image will surely receive all aspects of society. Recognition.

The White Paper on Sustainable Development of China's Paper Industry released today is based on facts and objectively reflects the development status of the paper industry. It is accompanied by detailed data and cases. For the first time, the paper industry in China has been more comprehensively displayed in recent years. Commitment to sustainable development and contribution to the industry will play a positive role in strengthening communication and understanding with the public, eliminating misunderstandings, promoting corporate social responsibility awareness, and re-establishing the industry image. In addition, the white paper is accompanied by answers to some industry issues that are of constant concern to the society. I hope that it will be helpful to media friends and the community who are concerned about the paper and paper industry.

We welcome all sectors of the society and the media to jointly supervise and supervise and work together for the sustainable development of the paper industry.
